Magpies are small, but they've been known to steal heavy objects if they were dedicated enough. A shoe wouldn't be impossible, if they had a nest nearby. It probably made two trips.
One for each shoe.
A crow or a raven would be bigger, and better at stealing, and could also be smart enough to get into the locker room. But I haven't seen any crows nesting in the area, so it's less likely.
But there's a magpie nest high up in a tree out behind the school. I'll go check if your shoes are there.
